Its a niche thing. The way I understand it, if plants are healthy and thriving, there is no need for algae to fill that niche.
Different algaes will forms for different reasons, but if most (all) of those plant needs are met, there isn't much purpose for algae to come about.

This probably sounds like a really dumb question.
But when it comes to planted tanks im still kind of in the noob side of it. Working my way out slowly, but surely.
But, to my question.
Why are so many algae problems solved by some extra Co2 and ferts? or even just by dosing some extra excel. Is this because it causes the plants to strip the water faster of nutrients, so the algae starves?
