Jonnyboy- Otos are great, just make sure the algae is not so bad that you have to re examine your balance in your tank. Seachem is absolutely fine with shrimp. I am not that experienced with DIY co2 that you are doing, but I would dose EI since the plants need more food to go along with the extra CO2. That might be why you are getting hair algae, cut the lighting back and make sure you follow that up with a good fert regimen. Always keep balance in mind.
