SLIME IN THE TANK? Ok - i got up this morning and saw that there is a "film" on the surface of my 55g planted tank. What's up? when i put my hand in there, it is slimy feeling. any suggestions???? help

So - hi everyone. new to the forum here. I used to have a successful 55g planted tank (on well water) w/o any real upgrades so to speak besides a homemade CO2, and well after kids etc, i let it all go. I am now ready to get it cranking again, but am debating on upgrading the tank, is a 90g too deep for the live plants? also i HAVE to upgrade the lighting. my husband plans on building a custom hood for it, what lights would you go with w/o breaking the bank? Looking forward to your suggestions! THanks
