Meaning of a low tech tank

What does a low tech tank really mean? Is it a tank, simple light and a filter? Someone care to explain.

I would say its more like:
1. No pressurized CO2
2. Low light intensity
3. Easy "low light demanding" plants
4. Simple filtration
5. None to moderate dosing

Really... no "toys" that we all get techy with. Just simple, "get it in there and let it do its own thing" mentality.
