Personally - get the same type of wite as on the ballast...
First - Wire comes in 2 formats - Solid and Stranded. on most ballasts (not HID ballasts just fluor. Ballasts) the wire type is solid. Second - match the gague. If they use #16 AWG then you use 16. (it is usually marked on the wire casing / jacket). - now this is where you get into a "what if" situation - cause if your running the ballast from quite a distance you may want to increase the gague but for most installations just match it. The reason I say to match it is this - when using Wire nuts (marrettes and the like) - they work much better whn used with wire of the same type. - not saying you cannot join a 16 stranded with a 18 solid in a marrette - just that it is not a perfect union like joining 2 solid #16 wires in there.
