I'm not entirely sure, but calling your municipal water building might land you the answer.
In the Army, my job is focused around pumps and chemical equipment. One of our main focuses in my field is to R.O. water, and chlorine is used to disenfect the water, as well as scaling of the pipes. chloramine is more stable and does not gas itself out of the water by the time it reaches your faucet. Dasani (CocaCola) uses the same water purifying techniques as the Army, and municipal water is a grade below it. Our R.O. units have no long distance to travel as soon as we run raw water through the system it gets bottled or packaged in sterile bladders. As for the piping of your city water, the distance between you and the treatment facility might play the deciding factor in chlorine or chloramine, either way you should probably treat the water as such, chloramine doesn't sanitize the water like chlorine tho, so use your better judgement and ask the city
I haven't had a problem here in Savannah as far as dechlorinating my water for my fish.
