www.otocinclus.com has tons of Oto info.
IME Amanos aren't picky eaters- they'll eat anything and everything. Otos you need to make sure to feed lots of veggie matter. Blanched veggies (peeled zucchini, lettuce, other greens) should go over well. Spirulina wafers and catfish wafers usually go over pretty well with mine, too. Frozen bloodworms are definitely a favorite- but I would only feed those occasionally.

Besides appearance, Neons don't tend to do quite as well in warmer water, but that's not usually a big deal unless you're keeping discus.
It can be difficult to get good stock of either species, but Neons are more likely to be captive-bred than Cardinals (massive farms over in the Orient). Neon Tetra Disease (NTD) has been a serious problem with neons for the past several years and is one reason I suspect that they aren't quite as popular as they used to be. If the stock at your LFS looks healthy and you like the look of them, then I think they'd be a nice choice for your tank. I personally prefer Cardinals- but that's mostly just preferance (I like the full extension of the red on the fish
