10 gal heavily planted, 2 dwarf cichlids trying to breed but want a school fish in there with them... they are good parent's so i think it should be fine would the black skirt tetra's be okay? how many could i put in there?

Try to look for some smaller tetras.....like ember tetras. Black skirt tetras are going to ultimately slaughter your fry if your dwarfs spawn.
Try to find either smaller tetras, rasboras, hatchets (providing your tank is covered) or pencilfish. I would go with a school of around 6.
