Do you have CO2 in your tank?

Is the tank cycled? Have you tested for ammonia? I'd do a partial water change immediately, then test the water parameters using some of the old water.

Any other fish in the tank?

What model filter are you using?

In addition to all the other questions,
If only 1 fish is doing it, I wouldn't worry too bad.
I've noticed Angels (chiclids in general) are very smart, and associate people with food, going to the top to get fed.

I have a penguin filter Bio wheel and its been up for almost 2 weeks and i just got up 10 mins ago to find that same angel gasping for air is now lying on the bottom. right on its side. I had some zebra danios since day 1 and its been fine.
I tested my water everyday to make sure it was fine and it is. Any one kno how i can treat this angel who is just lying there but is stil alive. I have a 2.5 gallon that i got for sick fish. I might move him into there.
its wierd maybe i chose a sick fish cause the other angel and 2 danios are perfectly normal.

If you have a QT tank; Personally I would remove the angel from the tank as soon as you can.
Call the LFS, maybe they have a guarentee (you might need to bring a water sample). DO NOT use the water you are transporting the fish in. Bring a sample in a seperate clean container.
Otherwise without more specific info, it would be hard to tell you how to treat the fish.

Good Luck.
