Is this a common fish? What are the requirements?

Whoa, that's a funky lookin' tetra! What are they like? I have some black neon tetras and they're really skittish and only come out during feeding.

And about the requirements I would assume that they have the same requirements as all the other tetra species.

Yea, actually this fish looks the same as the black neons except that they are gold. The picture here doesn't do the fish justice but I'm wondering if this fish exists in the wild.. anyone know?
