The short answer is yes and yes.
The long answer is you'll have to try it and see how your plants do but I suspect they will be ok. Maybe not good growth but I my son's betta/platy tank is low light and easy plants and I don't bother adding ferts more than once a week at most (some times I forget and do it once every two weeks). I like pfertz's products better than Seachem's but that's just me, it's easier to dose with the handy pump bottles and lasts longer. - Brad
