Spirogyra hit me again :-( rescaping advise needed

So, I've got it again for the second time... Probably did not kill all of it after the first blackout.

I decided to rescpae my 5 gallon tank. I will not be using any plants from this tank. I have two questions:

1) Is it ok to use some of the substrate (ada amazonia) from this tank if i wash it?

2) What about filter? I have eheim canister and I bet some spores of that bad stuff in there too...

Any advise would be much appreciated!
