Yes, this is an ideal location as the filter return will help push the CO2 bubbles around, aiding dissolution.
You may want to raise your water level so that the overflow does not create too much surface agitation, as that will be counterproductive (surface agitation will increase surface area of the water, leading to increased off gassing of CO2).
Place near circulation. If you have a powerhead or something just put it right under that. If not then put it near filter output. It should be really easy to tell if the bubbles are getting dispersed. Every tank is different.
Can the bubbles go into a canister filter and then out? Still contemplating on my setup..
