Could use a little input!

I have started a med/high tech 10 gallon planted tank. It has been set up for about 3 weeks.
(2) 26 watt 6500k CFL lights *vertical*
AC20 filter
2.5lb co2 tank with dual stage regulator and ceramic diffuser
I have a big hand full of tall plants is one corner.
And a lot of rock scape in the middle.

The last few days I have been getting a lot of oily scum at the top of the tank. Which I am guessing it is from the die off of the plants as they have only been in for a few days. (tried adding a 240gph power head to move the surface but it was too much flow)

My co2 has been set up for 3 days now @ 1 bubble per 2.5 seconds & everything has seemed to go well until last night I noticed the bubbles are not popping anymore. they are just collecting at the surface above the diffuser.

What is going on? Is it normal? Bad?

I have a few ghost shrimp in the tank just to make sure it was safe for shrimp so far and 5 very small brichardi cichlids *which are being removed soon because all they do is hide in the plants*

Sounds like you have a biofilm that is developing on the surface of your water.

This is usually normal, and a little surface agitation will help eliminate it. If it gets too thick, it can hamper gas exchange.

There are various ways to get rid of the biofilm (i.e. manual removal); it seems to be caused be excessive feeding (i.e. proteinaceous in nature), though sometimes it may be bacterial in nature as well.

I have removed it manually once but it seemed to come back within a few hours. I haven't fed my tank more than 5 times, even with the fish and shrimp in there.

that's perfectly fine, happens..go ahead and buy a sunsun HOB-301, it's the smallest and cheapest surface skimmer. you'll forget about any protein layer build up..
