Time of the year. Shrimp seem to pick up on many things we don't, pressure possibly being one, etc. Like a lot of animals. Sometimes it's just not a breeding time of year, for whatever reason to them. Some people get no breeding over winter, others go nuts. Using fan's or heaters doesn't seem to be enough to trick them, so they probably pick up on other things we aren't aware of.
That said, some frozen blood worms always seems to get at least a few going for me when times slow down. The best thing to do this, is ride out, they will get there when they get there. Messing with water, changing more on them, screwing with everything is probably going to slow them down even more than give them and let them pick up on whatever clues they need to breed and try a few frozen blood worms though.
