Dry start quick questions...

I am planning to setup a low tech dirt tank. The idea of dry start comes to mind especially planning with some grass like carpet plants. My question is that if the plants are rooted with leaves sprouting, are the plants in the immersed form? If so, won't they begin to melt as soon as you fill the tank with water and transitioning to submerge growth?

Yes, if you do a dry start, the plants will produce emergent growth. Once the aquarium is filled with water, the plants will take some time to adjust to their new settings, and this may result in some melting/dying back of the plants (they will recover though).

It helps the transition process if the humidity is kept quite high. Nevertheless, it is a transition.

Most people also flood the tank early on with CO2 through a diffuser or other means without fish (so they don't have to worry about gassing them) in order to ease the transition into submersed form; I know this works especially well with plants with HC.
