This tank is only two weeks old, so there could be the process of cycling still going on in it. I know that my Sword plant just reproduced (although, in my newbie status, I am pretty sure I killed it), so it seems things are healthy in there.
Edit: If it is an algae how would I get rid of it?

That is Bolbitis heteroclita, Asian water fern and it is budding new plants from its leaves. Leave them alone until the parent leaf is dying then tie/glue the baby plants to wood.
This plant will die if the rhizome is buried so be best to tie/glue the parent plant to a pebble or bit of wood rather than grow it in the gravel. Good luck with it, it isn't an easy plant to grow underwater.
