Stagnant Canister > Benificial Bacteria Life

I took down one of my tanks and I want to use the canister on another tank; however I have to wait until the tank is ready.

How long can I keep water & filter media in a canister UNUSED (0%Flow) keeping all the benificial bacteria intact?

Not long indeed. You must have circulation going thru it. Last year my 55g sprung a leak so I took it down and unplugged everything. I didn't get around to plugging it back in for about 24 hrs. Once I did get to it, it smell something awful. With the lack of circulation, there is no oxygen flowing thru. So within that time frame, I ended up having to restart my filter. Luckily my tank had been running for several years so the new tank was seeded with cycled substrate and plants to compensate for the filter restart.

just have it cycle water in a 5 gallon bucket and put some ammonia in it from time to time to give the bacteria food

The bacteria will suffocate without oxygen flow. Its not as much an issue of them starving as they can live without food for days.
