Planted Tank Obsessed

Dry or wet start
Forgive my ignorance but I want to know what the difference is between dry and wet start. I'm about to set up a 15g and will have all the necessary items available to have a fully functioning tank. What are the benefits to doing great dry/wet starts? I don't plan on having any fish in the tank for a while, shrimp once it's established. My tank is going to be mainly covered with a thick layer of moss and larger plants everywhere else. It's going to be a very densely planted tank.
A dry start is when you only fill water up to the gravel line at first. The atmospheric CO2 levels assist the plants in rooting. I haven't tried it myself. I'm just sharing what I have read elsewhere. I'm certain a more knowledgeable user can/will elaborate on the pros and cons.
