What are these black lines on my new plants?

Feel them with your hand. If they're raised they're probably chironomids. At least that's what it looks like to me since the area around the looks cleaned off. They use diatoms to build little tubes that they live in until they turn into flies.

Yes, they are raised. How do I get rid of them? These plants are in a qt tank at the moment and I haven't gotten the chance to rinse them in potassium permanganate or bleach solution yet. I also just found these little red worms tucked into little crevices - among the heater, floating plants, etc. They don't seem to swim anywhere and just simply wriggle in one spot? Could they be related to the black streaks?

Yeah those are chironomids aka bloodworms. Those just haven't built a shelter. If you can catch them you could feed them to your fish. Otherwise they won't hurt anything.
