Setting up a new tank - use untreated water first?

The substrate is ADA Amazonia in a 60P. I was wondering, would it be better to setup this tank first using untreated tap water so that I don't get the algae bloom during cycling? Can cycling occur with untreated water?

I'll put some Prime in once my dwarf baby tears arrive.

Ah nevermind, water needs to be treated for the bacteria to live.

Use a dechlorinator. But I agree with you, don't treat it otherwise. I used to use RO, mineral water, etc with my tanks. I found in the end that tap water worked best for me, AND it had the added bonus of being the most convenient. Don't put any livestock into your tank the first week at least. Change 1/3 to half the water out every other day until you get your ammonia down to a stable zero. If it stays that way for 2-3 days without water change, then consider adding livestock. Good luck. Starting the tank is the best part!
