C02 or Lights

At some point I'll add C02 and upgrade the lights, but given I need to save my pennies, which should I start with?

It really depends on what your trying to grow, what lights you currently have and how well planted the tank is going to be.

38 Gal, lightly planted (Vals, sword, java fern, crypt). Present light is T-8, so I'm thinking about switching to T-5.

Current issues:

The sword is doing better since I've added root tabs, but still has spots on the leaves. The crypt looks brown and daily I pick out vals that are floating in the tank. I want my plants to be healthy and green so I know C02 and lights will have to improve. I'm just not sure what next. I was thinking C02 first, but then got confused with a new clerk at the LFS. In a private message someone suggested lights minus C02 will cause an algae problem.

And yes, too much light + no CO2 = no fun at all.
High light tanks tend to be far more unstable. Low to medium light may be best, but it all depends on your goals.

not sure what low-medium-high lights would be...I think it's T-8 (lifeglow?) and I would be possibly moving to T-5
