Help with mineralizing soil

I have had a 29 gal tank for years. I have had live plants for years too. Recently I have decided to use soil to help bring more natural nutrients to the plants. I am planning on mineralizing it before putting it in the tank. I have found many places that say how to do this and many have mentioned using Miracle-Gro Organic Potting Soil. I got some and have been soaking it (the method I'm following says to soak it for two day then dump the water on the top). I pushed it all around and mixed it to make sure it was all wet. It has been a day and a half and 90% of the soil is floating. Is the soil bad? Am I doing it wrong?
I am new to using soil, so any tips or help would be appreciated

O.K. - Don't listen to that site anymore

Soil can only get saturated when you soak it. It doesn't get more saturated in two days. That just wastes drying time.

The man to talk to about Miracle-Gro Organic Potting Soil is 'wkendracer' he uses it in a lot of his tanks.

Most of us make MTS out of the cheapest TopSoil you can buy I use Home Depots stuff 2 $1.17 for 40#s.

This was the batch I just finished:
