Neither? Why do you need to fertilize the substrate? Why would you want to "spot" fertilize a plant? You know what I fertilize both my tanks with? A 1/8 teaspoon. That's all, no fancy tabs, or pipettes, etc. You really don't need much crap to have perfectly running tanks.

As far as how to diffuse DIY CO2 in a ten gallon tank, I would recommend the Limewood Diffuser as well. They do make a faint chirping noise, but it can be heard from my glass diffuser as well. Just place it under your filter, and forget about it for a month or so, then pull it out, put a new one in, lay the old one in the sun to dry, and sand off the outside layer. Good as new!
