You'd be surprised how large cardinals can grow if they aren't stressed out.

will cardinals, eat the shrimp?

If this helps, Here is what I have

10 Rummy nose Tetra
3 Electric Blue Rams
1 GBR
1 Bolivian Ram
4 Honey Gourami
1 Whisker shrimp

The Honey Gourami are very low key, in fact we barely ever see them in our tank. You cant go wrong with Rams, especially Electric Blues if you can find them. Tank is super peaceful, 26 gallon corner.

Rams do best at 84-86 degrees, which would probably cook the shrimp. Cardinals also need higher temps, so they won't be sharing the tank with the shrimp for very long.
