1) HOB filter + CO2 = bad idea due to outgassing of CO2.
2) What would light the tank well is to find a similar fixture at Target, except it's made of metal. Then retrofit a 70W MH into it.
With pressurized CO2 & correct dosing, you'll have a HC carpet in no time.
