You can just sort of gently move them out of the way when getting started and keep the tube in the substrate as much as possible when moving around. It can be a pain because mine can be more curious than wary expecting me to be feeding them when I disturb anything. When I reach into my tanks the darn shrimp swim up and land on my hands sometimes.

I use a very small low suction vacume with a 1/4 inch inside diameter and have no problem working around them. I do get one now and then and just put them back in the tank.
