As someone earlier alluded to, since you are building the canopy go with a retro kit or DIY the whole thing. Workhorse ballasts are easy to use. Use a 3-sided canopy design (open back) and remotely locate the ballasts so as to minimize heat build up then no need for fan(s). When positioning the lights in the canopy allow future expansion/additions. I like to use T-8s in my DIY light hoods since they are readily available locally at your big-box home improvement stores.
