It doesn't really matter how long the tank has been up, it matters how long the fish have been in there. Without fish or another source of ammonia, the N-bacteria colony won't start to cycle.

I agree you need to keep doing PWC until you can get and keep that ammonia under 0.25. NitrItes also need to be under 0.25. Anything else is toxic to the fish.

I also agree that the more established filter media and the more mulm you can add from the established tank the better. Put the mulm in your filter. The biowheels can only help so much if they're just floating and not running.

How heavily planted is this tank? If you can stuff it with floating and fast-growing stem plants that should also help cycle the tank more quickly.

I personally can't stand ammonia-locking products; I think they cause more problems than they solve. PWC are what you need to use with or without them anyways.
