Yeah i would say that topfin is an ok brand, but to save you money try Petco there should be a 1 dollar per 1 gallon sale going on this month, and Petco's brand is actually quite better than topfin in my opinion.

In general a 40g breeder is definatly a good size tank for a planted tank, it has depth to it so its easier to scape in and has more area for the fish to swim. Top fin is an ok brand, it is also a cheap brand that's why it is petsmart brand, my manager to,d me the other day that if anything breaks or needs replacing on the equipment of the tank filter or light such as motor going out, fixture not working tank exploding for no reason that there is a lifetime guarantee as long as you keep the receipt. But my manager is also crazy. Just an FYI
I have never owned a Top Fin tank but many feel that size is great for a planted tank. I personally think it is a bit too short and prefer a 50. It is the same width and depth, just slightly taller (2 inches taller). Even high end brands like ADA have a very similar size to a 40B/50 (ADA 90P).
