Plants not growing?

I planted my tank about 3 months ago with plants that are low light and low maintenance and while they are not dying they are certainly not growing, Not even my Java Moss

I use excel dosed as recommended, I do not use CO2 and I do not want to. But I would like to have them fill out some.

40 gallon - Misc fish
15 gallon - Axolotl
5 gallon - Betta and ADF
20 long - Hatchling turtles and corydoras.

Soon to change I am sure

Do you dose any fertilizers or just the carbon source? Plants will need micro and macro nutrients.

The flourish line is a good starting point.

excel is a liquid form of carbon. What types of plants are we talking about? If they are mostly root feeders you can just get some simple root tabs (seachem produces an inexpensive one available at most petsmarts) since your tank is low light, you do not need to go overboard on the fertz.
