In what sense? Which leaves are falling off? New leaves? Older leaves?

If they are older leaves, I would say it is normal, to some degree.

The short answer is: it depends. We need a little more detail.

Well I just got the plant not too long ago. I think Ludwigia repens. and it seems most of the leaves on the bottom have fallen off.

If the bottom leaves are falling off, it could be because they are older. It could also be because they are getting shaded out by leaves that are higher up and then dying.

Finally, the another possibility is that the plant is adjusting to new parameters in your aquarium and is dying back a bit. This is completely normal.

Most likely answer is that the plant was emergent and is transitioning.

A lot of my new stem plants do this. I just let them grow until I have 4 or 5 inches of new growth then cut the tops off, pull the old stems out, replant the tops.

+1 to the adjustment statement. Specifically with repens they take a couple weeks to adjust. Mine wilted for 2 weeks while it was getting adjusted and then EXPLODED once it got used to my dirt tank. Just be patient and, like me, you'll have clippings you can sell or use for another tank.
