The plant in your foreground looks rather like mondo "grass" (not a true grass) to me ... It's from Japan, and is _not_ aquatic. It's a member of the same family of plants as Liriope, and can be grown in your garden long-term, but not in your aquarium. (Some folks even use dwarf mondo as a lawn - it spreads by runners and needs mowing about once a year.)
I hope you discover that I'm wrong, though!
