I've several red and green lotus plants. several them have reached the water surface, and continue to grow...meaning they meander around the surface as their stems twist and curl below the surface. It's rather unsightly
Snip off all your tall stems right at the base, now. Whenever you see a stem moving upward, reaching for the top, cut it off at the base right away.
In time, the plant will adjust with the trimming you're doing, and grow low stems that widen out to create a bushy plant.
Here's what mine look like when I keep them trimmed just like I said:
