Fuzz on tiger lotus

My new red tiger lotus has short grey fuzz on it. The lotus doesn't have a bulb, just roots. The fuzz is where the roots and the stems meet. It is light grey and about 2mm long maybe. It doesn't appear to affect the rest of the plant or any of my other plants or hardscape.
Is this normal for them or is it some kind of fungus or algae or something?
Ought I try to remove it or should I treat it somehow?

Sounds like it could be a fungus.

I think I would try wiping it off and bleaching the effected area of the plant.
