Default Possible gill flukes?

I have a blue ram that has probably been acting differently for at least a week but it has finally progressed to the point where I now realize he probably has a parasite. He initially was brushing up against things on occasion but because I didn't see it regularly, I didn't think much of it. He is now staying in a corner near the surface, gasping.

My question is, does this sound like gill flukes to anyone else? Is there anything external I could possibly use to positively diagnose the disease? I hate to treat the wrong illness. Also, would this be the sort of problem that would require the whole tank to need treatment or should I just transfer him to a quarantine tank? I had hoped by adding a UV sterilizer, illnesses would be few and far between.
