Best way to clean MTS capped with blasting sand

I've been gone for quite a spell and just recently got back home. Tanks are in very bad shape.

I can pretty much clean up all the tanks except one. Need some good advice on it. It is MTS capped with black diamond blasting sand. Most of the top is covered in mulm, debis, etc. I'm pretty sure the sand is fairly light in weight so vac'ing will be a challenge. I don't currently have any sand to replace.

Any idears on the best way to clean the surface?

I'm pleasantly surprised with this. I decided to give my DIY gravel vac a go at it and see how it does. The sand is surprising heavy enough to pretty much not get sucked up. I am of course giving it just enough pressure to pick up and lightly skimming the surface but doing a great job. This tank will however take quite a bit of time to clean up.

I can suggest that if you want to slow down the turbulence you could slow down the flow by attaching a hose with a smaller internal diameter to the gravel vacuum. This might allow you to move faster without the risk of sucking up sand.
