I am setting up a 125 gallon tank. I have pool filter sand and am wonder if i need flourite of eco complete or if i can simply keep the water column fertilized? I plan on using high light with co2.

High lighting with CO2 describes a high tech type of tank.
I would recommend you spend the $ initially and go with a good soil.

For my 75 gallon I used eco complete 7 bags (140#), but there are other good alternatives.

I would not top that off with a fine sand, as eventually the sand will work its way down through the substrate and make for some compaction...

either use your pool filter sand or blow cash on ADA aquasoil. Grass and eco complete is not a very good combo IMO - it is far too coarse. There are tons of examples of people who grew nice carpets in PFS
