I've seen this setup when making multi-layered substrate. Its in replacement of ADA power sand. ADA recommends adding a layer of power sand below aqua soil. Cheaper alternative is to add a layer of pumice and peat moss under aqua soil. This helps keep the water flow in your substrate better prolonging the life of your substrate.
The reasons for using peat in terrestrial gardening are completely irrelevant to aquatic gardening. Using peat in your aquarium is a waste of a limited natural resource. Save money and the environment: just use dirt.
Peats good for softening your water more like said a backwater setup. Good if your tap is too hard, good for syngonanthus, tonina's, erios and such.
