Alright I'm determined to get rid of this... lets say I change 10% water every other day, even the BBA sticking on the rocks will disappear?

Also, how do I find if there is a good circulation of water in the tank? I have big plants at the back and the outlet from the filter is setup such a way it directs at them... so I could see them sway a little, but the plants in the front are small. So how I could I test if there is enough circulation?

you can just trim that part of the plant off, vals bounce back quickly from trims

If you have more than 10 gallons, get a true Siamese algae eater, problem solved.

BBA only grows when the plants are not growing at optimum rates ( think rolling stone gathers no moss), hence all the talk of Co2 increase, which allows the plants to utilize your nutrients more than your algae does.
