Diatoms thrive on silicate and nitrates and usually though not always in low light conditions, so if the tank is new then a water change and some health syphon vacuum work will help clear silicate from teh water column. If possible a few of natures wonderful otociclus will chow on it off your plants and tank walls, bristlenose plecos will eat it too. In my experience diatoms pop up at the close to the end of a cycling tank point, but if your lighting is poor it will keep popping up to the point of brown sludge covering your whole tank. Others here may have different opinions on diatom algea though.

What is your tank maintenance regimen like?

What are your water parameters? (Phosphate, NitrAte, NitrIte, Ammonia, PH)

What are your fert dosings? What about lighting? Filtration? Stock/Bioload?
