Hair algae after large water change?

My tank had a diatom outbreak (I think my light bulbs are going bad) so I did a 50% water change on my tank. When the water level was low I manually wiped a lot of the diatoms off of the plants. After the water cleared (because stuff gets churned up), within a few hours there is hair algae growing on my plants and driftwood. Why does this happen? I have never seen this happen before.

I have been thinking of getting a second Penguin 200 filter to help with water movement. Will that help reduce the diatoms?

A good thing of the water change is that the water is very clear and some of the plants are pearling for the first time ever.

When I have algae in my tank the first thing I do is reduce my lighting period to 4 hours a day. Change water and fix my Co2 and dosing. Then gradually increase light period an hour every 2 weeks if I see no sign of algae.

It worked in my tank always.
