Thumbs down

I am having heavy algae issues recently.
I have hair grass carpet and rotala sp
Substrate is aqua soil amazonia.
Pressurized co2 at 3 bps, 84 watt t5 light; 3 ft 40 gallon tank.

It was setup 50 days ago. first 30 days plants grew well with lush green color. No additional ferts
Those days nitrate were very high. End of the cycle and after WC nitrate gone down to 0.
After that I added fish (~80% stocking). My plants started slowly yellowing. Since then all my readings were 0;
Algae start to pop up; Now it is all over the plants. I started adding flourish potassium, iron , nitrogen and flourish comprehensive.
Still algae is not decreasing. Nitrate is 0; My Co2 levels are ok, Both algae and plants are pearling.
Plants are growing a bit; But algae is too

What kind of algae is this? I put few otos in it few days ago; not sure if they are eating it.
How can I get rid of it completely?
I think it is nutrient imbalance. How much do I need to dose, I have flourish N K Iron and comprehensive
How can Nitrate be 0; Amazonia is supposed to last atleast an year?

Help please; My rotalas is getting severe yellow
