Exclamation DBP 3.2 Nano River Tank? Will it Work?

Was thinking about making a mini river tank with an extra DBP 3.2 gallon aquarium. I have a small internal filter that has a pretty strong flow and figured it would make a good flow for the tank? Just seeing if this idea would work or am i crazy?
Was thinking about either having some dwarf shrimp with a stiphodon goby species since they are pretty small or maybe some other small goby species.
Just trying to see some other opinions on this idea.

The strong current will blow the shrimp around and/or they'll get sucked into the power head and chopped up.
I have no experience with gobies, but they're pretty cool from what I've read.

I'm trying and failing to think of smaller fish/shrimp that like high currents.

Definitely bamboo shrimp.

Why not make a low flow tank and do an all shrimp or even an all fish boraras briggatte tank? You could always scape it like a river.

I personally didn't like high flow in this tank.
