You should avoid Dwarf Hair Grass. You're going to have to mess with the substrate too much while planting. If you want to keep shrimp, you'll need to take it easy when it comes to messing with the tank.
I understand that there are bits of moss here and there but you'll need plenty of it for shrimp. Not just hiding places but room for them to move around within the moss, to feed, to generally exist. Especially if you're set on keeping fish that aren't good tank mates.
