As others said, not BGA, but hair. BGA is an unmistakable blue-green film.

Not sure what your dosing method is, but that's not the problem. Too much light or too little CO2.

Up the CO2 as much as your fish will allow, and then throttle your lights via photoperiod or intensity. That hair algae will clear up in no time at all.
