Fish killed by excel overdose?

My brother dosed several of his tanks with flourish excel a couple of days ago. Well, I think he overdoses then because all his loaches were dead, including two khulis in his 90G. He lost six sidthumunkis, striatas and some barbs. In another tank four swordtails died and two cories. Could this be caused by an overdose of excell? I don't think he could have overdosed the 90, but the kuhlis died. All the shrimp survived. Any thoughts.

Though this may open a can of worms, I've had it happen to me when one of my prized discus swam through a plume of excel and I nearly lost him. He was sick for months before luckily recovering. There are warnings not to overdose.

"Flourish Excel
Recommended Dosage: On initial use or after a major (> 40%) water change, use 1 capful (5 mL) for every 40 L (10 gallons*). Thereafter, use 1 capful for every 200 L (50 gallons*) daily or every other day. Dosing may be slowly increased in high-growth aquariums. For smaller dosing, please note that each cap thread is approximately 1 mL. Do not overdose. "

To be on the safe side, I'd even use less than that.

Also found this link to a chat with a Seachem rep warning not to overdose and problems with "sensitive" fish:

hm, interesting. my baby angelfish seem to think my excel is tastey and fun... They don't seem to be behaving strange or anything like that... perhaps I should distract them with food on one side of my tank and then dose excel on the other side to be safe?

How much of an overdose? Because some bottles are incorrectly labeled already - the ones with the big caps are wrong. So you may have over overdosed.
