Question Neon Tetra and Galaxy Rasbora issues?

I have 4 GRasbora and 5 NTetra in a 15g planted tank. The fish spend a lot of time very close to the gravel, my Neons huddle together in a corner whilst my Galaxy Rasbora's either hide or chase/circle eachother? I read that the circling could be a sign of hierarchy taking place within the tank (I witnessed it when first adding the Tetra), but still can't put my finger on why the Tetra have reduced their activity in the tank in a matter of a week?

The levels in the tank are fine and I keep on top of water changes.

Any ideas?

i had that happen when i added ferts which had copper.
i did an 80 % water change (added new water slowwwwly) added some charcoal (but probably didn't need to since I changed so much water)
and I double dosed my deCHLORAMINATOR (I have Chloramines, not Chlorine in my city water)
that solved the problem for me.
but i was not able to use that particular fertilizer again, it was a fert/vitamin mineral additive especially for goldfish, but alas it just made all of my fish appear ill.
