You may find mated pairs at the LFS, that just depends on the quality of the LFS stock and how knowledgeable they are, however the only tried and true method of sexing an angel is looking at their tubes, a male will have a tube that is sharp and pointed on the end with a redish color, while a female will be more cylindical, bear in mind though these are only visable for sexually mature angels.
as to selecting healthy ones make sure all fins are strait no bends or humps in their feelers or anything visable like that, make sure the fish is full looking but not bloated, inspect the over all body for good scales not patchy or missing, active swimming, and if your getting the veiled variety inspect the membranes carefully for defects. Take your time looking the angels over
