Define juvenile? Sometimes angels will nip bio film off of plants and glass, but angels also have a habit of cleaning areas where they are interested in spawning once they have reached a certain age

they must be young... they are about an inch or two long, and three inches tall.

It is normal, not good for the scape but normal. Try giving them something to do - put some peeled peas, slices of zucchini or cucumber in the tank to play with and eat.

Okay well definitely not mating then (side note: as far as angels go most people determine age not by length or height but by body size as compared to a coin (dime, nickel, quarter, half dollar). Likely they are just eating the biofilm off of your plant

I just donated 3 half dollar sized Koi Angels to my LFS because they nipped on my bacopa, hygrophila, HC and other plants. All new growth quickly became a snack for them. Their diet was just fine and not lacking any nutrients. They just enjoyed chewing the heck out of my plants. So yes, it is very well documented that some angels will eat and bite on plants.
